The College of Administration and Economics held a seminar entitled “The Crime of Abuse of Public Office in Iraqi Law,” presented by:

Legal Officer/Senior Legal Advisor Alaa Obeid Hadabi.

Assistant Legal Advisor Hikmat Latif Jahadi.

The seminar aimed to define public office and educate employees about the various forms of abuse of public office, including bribery, embezzlement, influence peddling, and exceeding the bounds of their authority. The crime of abuse of public office is considered one of the most serious crimes that undermines the integrity of public administration and weakens citizens’ trust in state institutions. It involves public officials exploiting their powers to achieve personal gain or harm others, leading to the spread of administrative and financial corruption.

The seminar clarified the elements of this crime and the penalties imposed on perpetrators according to the Iraqi Penal Code No. 111 of 1969, as amended. The seminar emphasized that combating the crime of abuse of public office is a cornerstone of building a state governed by the rule of law, and this can only be achieved through the integration of legislative, judicial, and oversight efforts, along with raising public awareness. The seminar was well-attended by a number of our faculty members as well as several students.
