The Private Law Department at the College of Law at Al-Qadisiyah University organized a scientific seminar titled “The Training Condition in Iraqi Licensing Contracts Concluded with Foreign Oil Companies,” presented by Assistant Professor Dr. Sinan Abdul Hamza Taih, Assistant Professor Dr. Huda Jafar Yassin, and Assistant Professor Dr. Hussein Ni’mah Ngeimash.
The seminar aimed to provide an overview of the training fund included as a condition in the Iraqi licensing contracts concluded with foreign oil companies and the best ways to utilize the amounts allocated for this fund. Currently, many global oil companies are investing in the Iraqi oil industry under Technical Service Oil Contracts for a duration of 20-25 years.
The seminar concluded that only a small portion of the funds allocated for this training fund has been spent, and the amounts disbursed have not led to the employment of a large number of Iraqi workers; rather, companies continue to rely on foreign labor under the pretext of the lack of necessary technical expertise among the national workforce.
The seminar recommended several proposals to benefit from the funds allocated for this training fund to achieve overall development in the country rather than being limited to the development of the oil industry only.
