The Continuing Education Unit at the College of Law, Al-Qadisiyah University, organized a training course entitled “The Legal Validity of Recommendations from Investigative Committees for Oversight Bodies – The Integrity Commission as a Model.” The course was presented by Professor Dr. Adnan Ajil Ubaid, Dr. Ali Abdul-Sada Jaiz, and Dr. [Name Missing]. Ali Hamza Jabr and Legal Advisor Ali Jabbar Talib
The course aimed to highlight the legal validity of the recommendations of investigative committees formed in accordance with the provisions of Article (10) of the State and Public Sector Employees Discipline Law No. 14 of 1991, as amended, and their impact on the work of oversight bodies and entities concerned with violations committed in public service.
The course concluded that, despite the importance of investigative committee recommendations in the committees’ decisions, they are not binding on oversight bodies or investigative authorities. These bodies can refer to and rely upon them as long as the recommendations are sound and accurate.
The course recommended the necessity of strengthening the culture of transparency by entrusting the chairmanship and membership of investigative committees to competent individuals known for their impartiality, administrative knowledge, integrity, and neutrality in performing their duties.
