The Continuing Education Unit at the College of Law at Al-Qadisiyah University held a training course titled (Self-Monitoring of Administration within the Limits of Public Office), presented by Professors Dr. Adnan Ajal Obaid, Dr. Zainab Karim Suadi, Assist. Prof. Dr. Osama Sabri Muhammad, Assist. Prof. Dr. Hussein Obaid Shawat, Assist. Prof. Dr. Asil Abdul Amir, Assist. Prof. Dr. Nora Kazem Awad, Dr. Ali Abdul Sadeh Jazeer, Eng. Ilham Fahim Naghish, Dr. Noura Hussein, Eng. Marwa Hamdallah Ahmed, Eng. Abdullah Jabar Khashan, and Eng. Bidaya Khudair Abis.

The course demonstrated that the self-monitoring exercised by the administration within the limits of public office can be spontaneous, based on the directives provided by the administrative head, whether those directives are prior or subsequent, or it can be monitoring based on a grievance according to the established policies for administrative or presidential grievances or other types of grievances. The outcome of this grievance aims to achieve the goal of self-monitoring of the administration, which may result in merely guiding the employee or forming an investigative committee whenever the act constitutes a violation according to the State Employees and Public Sector Disciplinary Law No. 14 of 1991, as amended.

The course also concluded that self-monitoring of the administration is a very important means to ensure the regular and continuous operation of public facilities. It also represents a method for the administration to review its actions and those of its subordinates and the services it provides to beneficiaries, preventing errors that may arise from those actions and addressing them before they become grounds for challenging their legality before the competent administrative judiciary.

The course recommended the necessity of activating self-monitoring and giving it significant importance within the framework of public service, due to its profound effects on reviewing the management of its subordinates’ work, directing that work, and eliminating violations to ensure the provision of high-quality services to beneficiaries.
At the conclusion, participation certificates were awarded to the trainees, along with the administrative order for passing the course from Mr. Assistant Dean for Scientific Affairs and Graduate Studies, Professor Dr. Adnan Ajil Ubaid.
