The Continuing Education Unit at the College of Law at Al-Qadisiyah University held a training course entitled (The Limits of the Employee\u2019s Duty to Preserve Public Money). The course aimed to shed light on the duties of the public employee in general, and the limits of the employee’s duty to preserve public money in particular, according to what is stipulated in the State and Public Sector Employees Discipline Law No. 14 of 1991, as amended, and the applicable laws and instructions.<\/p>\n
The course concluded that the applicable legislation clearly outlined the limits of the employee’s duty to preserve public money, and also defined the responsibility placed on the administrative head to monitor this matter, and his administrative authority necessary to preserve public money. The course also concluded that failure to fulfill the duty to preserve public money may result from slight negligence that requires disciplinary punishment, while it may result from deliberate negligence or serious failure that requires, in addition to disciplinary punishment, referral to the competent judicial authorities, in compliance with the regulatory texts in the aforementioned State and Public Sector Employees Discipline Law.<\/p>\n
The course recommended the need to raise awareness of the duty to preserve public money, and to inform state and public sector employees of this important duty and everything related to the concept of public money, whether in the narrow or broad sense. It also recommended The session emphasized the importance of administrative investigation as a guarantee created by the legislator for the public employee, allowing him the right to submit all documents and papers that enhance the integrity of his position before the administrative authority.<\/p>\n","protected":false},"excerpt":{"rendered":"
