The seminar, titled “The Law of Discipline for State Employees and the Salary Law,” was presented by Assistant Professor Samira Ghasi Ajil and Ms. Istabraq Ali Karim. The aim of the seminar was to identify the authority responsible for imposing disciplinary penalties, comparing the Law of Discipline for State Employees and the Public Sector No. 14 of 1991 (as amended) with the University Service Law No. 23 of 2008 in Iraq. The session included various definitions of public employees and the disciplinary penalties that may be imposed on them.
The course recommended that the legislator must establish guarantees for the disciplinary accountability of university service employees according to Law No. 23 of 2008, and it is essential to stipulate specific provisions for the disciplinary and accountability of university service employees that differ from the texts included in the State Employees and Public Sector Discipline Law No. (14) of 1991, as amended.
