A new book titled “Explanation of the Private Higher Education Law No. (25) of 2016 – A Comparative Study with the Private Universities Law in the Kurdistan Region No. (2) of 2013” has recently been published by the Academic Center for Publishing and Distribution. The book is authored by Haider Salah Katea, a faculty member at the College of Law, Al-Qadisiyah University, in collaboration with Professor Aqeel Sarhan Mohammed, President of Sawa Private University. The book examines the legal framework of private higher education in Iraq through an analytical study and a legislative and applied comparison. It goes beyond a traditional explanation of the texts to reveal strengths and weaknesses and to test the provisions of the law in light of judicial precedent and administrative application. The book also explores several complex issues, including the classification of faculty contracts, the standard of error in the academic environment, the limits of judicial jurisdiction in student disputes, and the balance between investment freedom, quality assurance, and academic independence. These issues are addressed within three main axes: the conceptual framework, the organizational framework, and human resource management.
